EFCA’s “ReachAfrica” program was developed to raise up and equip indigenous African mission teams, but appears to be largely Western-funded indigenous African teams (http://bit.ly/JK5i). If a church needs outside help to do cross-cultural work, is the church itself reached according to the classical definition?
